Relator, the natural mother of Scarlett Martina Busch, on November 9, 1988, petitioned this Court for, alleging that, at a time when the minor child had visited her natural father, respondent herein, he had, "in the absence of a Court order determining rights of custody or visitation, unlawfully detained the minor child without good cause and with the intent to deprive the of her custody rights... ." This Court granted the writ, and, after a hearing on November 10, found relator entitled to legal custody of Scarlett, but ordered a master appointed to conduct a hearing concerning allegations of relators unfitness which had been raised by respondent. Pending the proceedings before the master and further order of this Court, relator and respondent were to share temporary custody jointly in accordance with an agreement they reached. On November 11, 1988, the Honorable Frank D. Connett, Jr., was appointed special master of this Court:
